TCO AI (total cost of ownership of an AI solution)

The sum of all costs of implementing, maintaining and developing an AI solution over a 3 to 5 year horizon. It covers model licences, infrastructure, team work, integrations, training, compliance and monitoring. AI TCO is typically 3 to 5 times higher than the initial deployment cost, which is the only figure presented in a vendor's commercial proposal.

Gartner introduced the first version of the TCO framework for classic IT in 1987. Its adaptation to AI came in 2024 to 2025, when it became clear that AI vendor proposals report far fewer costs than the actual cost of operation. Gartner Total Cost of Ownership for AI Framework 2025 calculates that the average ratio of the presented cost to the 3-year TCO is 1 to 3.8.

Seven components of TCO

IDC AI Spending Guide 2026 standardises the structure.

Model and API licences. 15 to 30 percent of TCO. OpenAI, Anthropic, Google Gemini, local LLMs. The price grows in proportion to volume.

Infrastructure. 10 to 20 percent of TCO. Cloud (Azure, AWS, GCP) or on-premise GPU. Costs rise with query volume.

Team work. 25 to 40 percent of TCO. ML engineers, MLOps, prompt engineers, data engineers. This is the largest item and the one most often omitted from vendor proposals.

Integration with legacy systems. 10 to 20 percent of TCO. Connectors to SAP, CRM and data warehouses. See the last mile problem.

Compliance and security. 5 to 15 percent of TCO. Audits, policies, AI Act preparation, GDPR impact assessments.

Monitoring and maintenance. 5 to 10 percent of TCO. Detecting model drift, retraining, performance metrics.

Training and change management. 5 to 10 percent of TCO. User training, documentation, helpdesk.

A worked example

Deploying a GenAI customer support chatbot at a mid-sized Polish bank. The vendor's proposed price: 800 thousand zloty one-off plus 8 thousand per month for maintenance. The 3-year TCO, broken down according to Gartner:

  • Licences and API: 290,000 zloty
  • Infrastructure: 180,000 zloty
  • Internal team work: 540,000 zloty (engineers, MLOps part-time)
  • Legacy integration: 220,000 zloty
  • Compliance (AI Act, GDPR): 90,000 zloty
  • Monitoring and drift management: 70,000 zloty
  • Training and change management: 130,000 zloty

In total: 1,520,000 zloty plus the original 800 thousand = 2,320,000 zloty of 3-year TCO. The ratio to the presented price: 2.9x.

Negotiating TCO

Forrester The Cost Realities of AI 2024 recommends three tactics. First, require the vendor to estimate TCO across the full structure of seven components, not just its own part. Second, contract with capability transfer (saving on external team work over the long term). Third, incremental scoping: a 6-month pilot with a TCO checkpoint, and a decision to expand at the 12-month mark.
