Capability transfer (handing competence from the consultant to the company)

A deliberate process in which the consultant or vendor builds the knowledge and the ability to maintain the solution into the client's organisation, instead of creating dependency. Without capability transfer, an AI deployment becomes an operational time bomb: the cost of maintenance reaches thirty to fifty percent of the deployment cost per year, and every change requires re-engaging the consultant.

The term comes from RAND research into the causes of AI project failures in US corporations. The conclusions are unambiguous. Projects in which the consultant deliberately transfers knowledge to the client's team have a 68 percent chance of long-term success. Projects in which the consultant works as a permanent vendor have 11 percent. A sixfold difference.

The mechanism of dependency

The classic Big4 AI consulting model sells strategy on slides, deployment on an invoice, and maintenance on a framework agreement. Each stage earns separately. Capability transfer breaks that model, which is why it is not the standard.

In practice it looks like this. Twelve months after the deployment, the company realises that:

  • it has no one in-house who understands the deployed solution
  • every change requires re-engaging the consultant
  • vendor lock-in is so strong that migration would cost a second deployment
  • the operational cost rises every quarter, because every correction adds consultant hours

Five elements of genuine capability transfer

The Trullion AI Survivability Matrix from 2025, analysing 1,200 enterprise deployments, identifies five repeatable elements. First, technical documentation written in plain language, not jargon. Second, an operational runbook for the client's team with an incident escalation procedure. Third, a training session after the deployment, not before. Fourth, source code in the client's repository with access to CI/CD. Fifth, optional mentoring for the first three months, but with decreasing intensity.

A warning sign

If the contract with the AI vendor does not include a capability transfer plan as a separate deliverable, or includes a clause prohibiting recruitment of the implementation team, that is a sign the vendor is planning on dependency. Negotiate these two points or choose a different vendor.
